Look I am not one to be overly critical, but to answer your question on whether he would "play well?" it depends on what you mean by "well."
I tend to look at toons on 3 criteria in this order:
Survivability
Damage
Fun
So let me use my litmus test on that build you posted.
Survivability:
Defense - mediocre. your best positional defense is only 30.1% to Ranged... that's going to leave you some problems. Not to mention you have two melee attacks (Spring Attack and Blackstar) and you only have 10% melee defense. Your regen is not enough to compensate for such low defense numbers and practically no resistance.
If I am not mistaken you are building this toon with Issue 24 in mind...when CoH comes back... we will be in a constant state of Issue 23... so:
*Blackstar will still be a crashing nuke...
*Field Operative will not be in the device set...it will still be Cloaking Device...so you will lose all that regen you were counting on to offset your lack of defense/resistance.
Damage:
You have plenty of damage, but again ...two of your bigger attacks are melee... which will probably give you quite a few chances to use RoTP....
Fun:
Blasters can be a lot of fun...and quite sturdy if built right. Me personally.. I don't think this would be a fun build due to it's fragility.
I don't have an Issue 23 version of Mids... I guess I should get one so that I can create "true" builds for situations like this. The AT most affected by using the latest version of Mids 1.962... is of course blasters since most of the changes for i24 were placed in that build of Mids. Then again... I am more of a Corruptor person myself hehe
This would actually be the I23 version. Yeah, an I24 version would be much better and would look different. I24 would have the snipe and need rework.
I would love to test this out, but I think it would be fairly survivable (not against +4s or AVs or the like, but otherwise).
The reason I'm suggesting this is because of the mitigation factors involved.
First, there is -tohit in all the dark powers. Look at Blackstars 35% -tohit which lasts for 20 seconds (effective melee D is at 53.12% with smoke grenade added). Even with a crash, it gives a lot of time to pop a blue and hit em again. Maybe even be able to place a toe bomb after.
A standard cone attack (Umbral + Tents) will give you 10.5% -tohit meaning your effective ranged D is 40.6%. smoke grenade adds 7.72% on to that totaling 48.32% Ranged D.
Reality would force some of that down, but should still be at good levels against +2s or so.
There is a ranged kdown and a second one that will tp you in for a pbaoe. both good mitigation sources.
In trouble? Trops +Life drain will help.
Then the real key to the build is I don't care if I faceplant. RotP fully slotted for a big boom and available every 99 seconds.
Throw in some strategy for harder targets and you have a pretty good char... I think anyway.
