You are two Luck of the Gambler Recharge Speed over.Use your view totals to see.I like snow storm and web envelope both are useful powers but your build is nice.

Since you'd have 36 defense to all 3 positions without it I'd consider switching scorpion shield for a resistance shield and trying to get the last 9% ranged def from IOs instead of the smash/lethal overload. Looks like a good build at a glance apart from what worldweary mentioned though.

Nice pick, Rad Blast would have been godly if i24 ever made it live. I would stick with Scorpion Shield. Clarion Radial would only keep you at 36% def for 22.5 secs, then you would be around 29% for 22.5 secs, 26% for 45 secs and 23.5% for 30 seconds. I would build for softcap in S/L/E and go for Clarion Core since it will provide some status resistance for the whole 2 mins.

Some of the IO slotting is odd. You will not have trouble hitting so all the def debuff IOs in Sleet is kind of a waste. Just recharge and end reduction is good enough. Have several Kismet IOs but not the most important one, +6% tohit unique. IMO the end cost of Focused Accuracy makes it worse than Tactics.

If i24 went live, this would be a combo worth tricking out with purples and pvp IOs... or Rad/Rad... or Kin/Rad... or Time/Rad. Almost anything/Rad.

Will do, was using the extra kismets to bring the end down and those def debuff IOs..I think that was for recharge bonus? Idk, but I'll look into moving some things around. I dont exactly know how to build for the cap admittedly :o

Also, I most assuredly doubt I will be a rarity as a Cold/Rad, but I'm hoping that's not the case on Virtue :P

It's View Active Sets not View Totals.I started on Guardian then moved to Freedom the last three and a half
years but it sounds like most of you will be on Virtue so I will moving there as well.

Thanks that did it.Expensive build but very nice.I know the Defender has the better numbers but I liked Cold on Controllers better.I always took Snow Storm because it worked well on most mobs and made sure to have 45% Range Def so I could get in a few attacks and still have time to set up.The last year I stopped trying for Range Def because on most maps the mobs always seem to close in so fast S/L worked much better.Hover blasting still worked well though.

Looks like I'll make that i24 build even with i23 :D. If I use HL before AB i'll be okay.

The build is mainly for i24 so that Proton Volley can be integrated into a regular attack chain. Tactics + Kismet unique provides the 22% +tohit to make PV an instant-snipe. I don't think Heat Loss can provide enough recovery to negate the end/rec loss from Atomic Blast unless Ageless is active as well. I believe only Adrenalin Boost and Painbringer can do it on their own.

It can. But only on a large mob(which will be every mob I fight since I usually only do team play :P). Proton valley can still have its uses :D I find that build has more recharge in general so imma make it work :P
