I always loved the veteran rewards as someone who played the game from birth to death, will they be adding those into SEGS eventually? If so, will everyone unlock them or will they be restarting from month one. I am personally okay with either option, just wanted to know if they will be added back.

Just to be sure you know, paragon chat and SEGS are separate projects.
And yes, the goal of SEGS is to eventually recreate all of City of heroes/villains. So veteran rewards are a goal, but way after basic things, like movement. Might take a few years.
As to rewarding rewards, that will be up to the admins of servers. Some might grant every reward right away, some might require you play that long, who knows what else people will come up with.
