Powers locked & No Side Selection

1: I had Street Justice on a character the other day (which she is supposed to have), but I had to re-install the Tequila files. Now the power sets are locked. Why?

2: I am no longer asked about Hero or Villain selection or skipping the tutorial (not that the tutorial matters). And a Hero/Villain icon no longer shows up on my character portrait.

Well, nobody else has answered and I don't know if you found it. Power info is not saved in the game. Basically it's just your body and you costume

Basically a lot of that stuff  was stripped out for  simplicity due to this just being a chat and all but  it   you   check forums you can add in combat emotes add in appropriate auras to your costume(set to combat only) it kinda looks like combat.
if you costume still has a weapon on it   using the  combat emotes may  flash  the  weapons.
