Super Fire Dragon could see the Tokyo airport.  He figured that he should probably enter Japan through the airport to keep things legal like.  He decided to play a little joke.

"Tokyo control this is SFD-zero-one-niner heavy requesting approach with information Bravo, over."  SFD said over his communicator wrist watch.

"SFD-zero-one-niner, we don't have your transponder and your information is out-of-date, over."  Tower replied.

"Tokyo control this is SFD-zero-one-niner heavy yeah, my transponder is, is, is broken, yeah that's it, my transponder is broken, over."

"SFD-zero-one-niner, we don't have you on radar, say position, over."

"Tokyo control this is SFD-zero-one-niner heavy I'm approximately 2 miles west of the airport, over."

"SFD-zero-one-niner, 2 miles?  say your air speed and altimeter, over."

"Tokyo control this is SFD-zero-one-niner heavy I'm flying about 50 meters at 10 knots, over."

"SFD-zero-one-niner, it is a federal offense to play with traffic control, get off this frequency, over."

"Tokyo control this is SFD-zero-one-niner ok, ok, I just need permission to land, this is Super Fire Dragon on wing-power flying from Seoul, over."

"SFD-zero-one-niner, did you say, 'Super Fire Dragon', over."

"Tokyo control this is SFD-zero-one-niner yes, this is Super Fire Dragon requesting permission to at the airport, I need to go through customs and what not, you know, get a flight back to the states, over."

"Super Fire Dragon, you are my favorite superhero of all time', over."

"Gee thanks, but I've been flying for days and I really need to rest."

"Super Fire Dragon, I have all your comic books!"  a voice from the tower said.

"Super Fire Dragon, is it true that you once defeated Lord Recluse?"

"Super Fire Dragon, can you give me a souvenir and autograph it, nothing too personal."

"Hold it!  My wings are tired; I have to use the little dragon's room; I could use a nice hot shower, and I'm starving so if we could get on with my landing, I would very much like that."

"Super Fire Dragon, you are clear to approach from the west and land on runway 08, there is a slight tail wind at 3 knots,  enter airport terminal at gate A15 and dodge the other aircraft and vehicles, over."

"Roger, 10-4, over and out."

After touching down, SFD looked over his shoulder and ducked as a big old air liner landed inches from him.  He hurried to gate A15 and entered the terminal.  He was greeted by 6 armed guards and a man in a sky-blue blazer with an airport logo patch over the left breast pocket.

"Greetings Super Fire Dragon.  Please come with us."  The man in the blazer said in broken English.
"Hiya fellas."  SFD greeted the armed security force.  They didn't respond.
"Super Fire Dragon, please come quietly, we have questions."
"Look, there was a fishing boat right close to where I dropped him, and I wasn't more than 6 meters off the water."
"Yes, of course, this way."

Super Fire Dragon followed the man in the blazer and the security force followed him.  They arrived at a small office with another man wearing the same kind of blazer as the first was seated.  The 2 men exchanged words in Japanese and the first man left with half the security guards.
"Super Fire Dragon, have a seat.  We thank you for your cooperation."
"Look, the Security Chief was asking for it."

"I do not know anything about a Security Chief.  We are concerned about how you arrived at the airport."
"Oh that, I wouldn't worry about that."
"The air traffic control system is over-taxed.  We really can not waste time and resources on pranks."
"I see, have you thought about tax-cuts?"

"Tax-cuts?  No, the system is over-worked, did I use the wrong word I do not use English every day. "
"Right, I understand what the problem is.  Yes, the prank about pretending to be an airplane might not have been my best work."  SFD said realizing that he was dealing with a humor-less bureaucrat.
"We are going to fine you 10,000i for violating air traffic control protocols."
"Ten thousand influence!"
"And if it happens again, you might go to prison."
Super Fire Dragon reached into his back pocket and pulled out his wallet.

"Ten thousand influence, right?"
"Yes."  The man said seriously.
"Great, just great."  SFD said as he counted out ten thousand influence from his wallet.  He made a point of showing that there was a lot more in there.
"Here you go, and an extra hundred for being so understanding.  Can I go now, my bladder is about to burst."
"Yes, you may go.  Thank you very much."
SFD stormed out and ran down the hallway.
"I know a saw a dragons' room around here somewhere."  SFD was over-heard.
They all laughed.

"No, I'm not Super Fire Dragon.  People say I look like him, I don't see it personally."  Super Fire Dragon continued to lie to avoid getting caught in a crowd of fans or by the police.  Ever since he left Seoul, he has been worried about M.I. 6, Interpol or the C.I.A. arresting him for the murder of the Security Chief.  He decided to check-in to a hotel under an assumed name.

"Yes, Peter Parker, your room is ready, number 418."  The Desk Clerk said.
"Thank you."  SFD replied and went to the elevators.
"Was that Super Fire Dragon?"  Another Desk Clerk asked.
"No, that was Peter Parker."
"On, Spider Man's alto ego." The Second Clerk remarked.
"Good disguise."  The First Clerk commented.

Super Fire Dragon got prepared to meet with Ms. Liberty.  He knew that he might get thrown in prison, but his friend Ms. Liberty should be able to help.  Maybe he could use those secret documents as a bargaining chip.  The little dragon's mind raced through all the possibilities.  He had to go face Ms. Liberty.

A little while later:

"Super Fire Dragon!"  Fred said.
"Hi ya, Fred, how's your hand?"  SFD asked.
"All healed-up, and feeling much better now that Kolissa is in prison."  Fred replied with a smile.
The little dragon's face went white.  How could they have locked away a dead woman.  Ms. Liberty had better have a good explanation.

"I leave the country for a while, and all heck breaks loose."  SFD said bursting into Ms. LIberty's office.
"Dragon, I'm glad to see you.  Cheddar or Swiss?"  Ms. Liberty asked.
"Cheddar."  SFD replied, despite his angry, he couldn't turn down cheese.
"In the small fridge over there, top-shelf on the right."

"Three things, first, I didn't kill him, the fishing boat was right there.  Second, I demand that you release Necrophillia immediately.  Third, where did you bury Kolissa?"  SFD rattled off as he retrieved the cheese.
"First, Necrophillia is free and her record expunged.  Even the back-up copies have been destroyed.  We didn't bury Kolissa, she is in prison.  And what guy are you talking about?"  Ms. Liberty answered.

"Damn it woman, don't you have any respect for the dead?"  SFD shouted starting to cry.
"Dragon, she's not dead."
"She's not?  But I saw her ..."
"Dr. X-Rays healed her wounds, and Necrophillia brought her back from limbo between life and death."  Ms. Liberty explained.

"Oh, that is good news, I thought that you, oh man, that you would, I can't believe it, that that you would, oh I'm about to lose my cheese, lock-up a dead super."  SFD managed to say while laughing and eating cheese.

"Dragon, even Hero Corps wouldn't lock away a dead super."  Ms. Liberty reassured.
"Wait, so she is in prison, now?"  SFD asked.
"For a little while longer, she needs to learn that supers can't just do anything they want."  Ms. Liberty said.  SFD swallowed hard.  His mind snapped back to the Security Chief.

"By the way,"  Ms. Liberty began, "The Security Chief sent me this note.  It says that I'm to tell you better luck next time and to stay out of his country."
"When did he send that message?"

"Why do you want to know?"
"Well, I dropped him...into the sea...during his flying lesson...after flying through the window in his office."
"I see, Dragon, you know the rules, civians are supposed to be protected."  Ms. Liberty replied.
"Ms. Liberty, he had Kolissa machine gunned, it was horrible.  I was sure that she was dead."

"Well, Seoul is like a thousand miles out of my jurisdiction so ..."
"So, I can do whatever I want outside of your jurisdiction, woohoo!"  SFD exclaimed.
"That is not what I said, but pretty much yes, unless we extradite you."
They all laughed.

"Necrophillia, what a pleasant surprise!"  Super Fire Dragon intoned as Necrophillia walked into Ms. Liberty's office.
"Dragon, you made it back."  Necrophillia exclaimed throwing her arms around the little dragon.
"Hey, keep it above the belt-line, we aren't THAT good of friends."  SFD smarted-off.
"Oh, dragon."

"I thought you were sick of this place and everything to do with it, let me see, yes you said, and I quote, 'I never want to set foot in this <expletive> building with you <expletive> people and your <expletive> hero corps.  What a <expletive>!'  And now you are back."  Ms. Liberty explained.
"That was so yesterday, girlfriend, try to keep up."  Necrophillia enjoined.

"One big happy family."  SFD smiled.
"Necrophillia, I know you.  You're up to something.  What's going on?"  Ms. Liberty interrogated.
"Does there have to be a plot every time I come up here?"  Necrophillia asked.
"Nope."  SFD snapped back.

"Yes!"  Ms. Liberty fired back.
"Ok, ok, I came here to give you this."  Necrophillia said handing Ms. Liberty a copy of the secret documents that Flower Night had found in Kolissa luggage.
"What is this?"  Ms. Liberty started reading.
Falling back in her chair Ms. Liberty asked, "Where did you get this?"

"Copies R Us."  SFD answered.
"Dragon."  Ms. Liberty said sternly.
"It says so on the back, I use them a lot for copying stuff and papers and junk."  SFD helped.
"Why you stupid stinking Praetorian!  How many copies did you make?"  Ms. Liberty was not amused.

"Oh, enough to give a set to every hero I could still find in Paragon City."
"Necrophillia, you must get every copy back and destroy these documents.  And never ever ever so much as even think about them again."  Ms. Liberty ordered.
"Huh uh, girlfriend.  You are going down."

"Are those the documents that we got from the Security Chief, because if not, Ms. Liberty you had better sit down."  SFD said.
"Dragon, I am sitting down."
"Well then stand up, my god woman, do something!"  SFD began playing secret-agent-boss.
"Dragon, this isn't a game, Ms. liberty is going to have to pay for her mistake."  Necrophillia spoke up.

"You think I became the head of the Vindicators, the chairperson of Hero Corps, the director of the Trainers and convinced that oath Statesman that I was his Granddaughter by not having a dozen contingency plans?"  Ms. Liberty rattled off.
"What?"  SFD's jaw dropped.

"Statesman isn't your Grandfather?"  Necrophillia asked nearly stunned silent.
"Of course Statesman was my Grandfather, don't be silly."  Ms. Liberty replied.
"But you said..."
"Without pictures, it didn't happen."  Ms. Liberty said smugly.

They all laughed.

Kolissa decided that she didn't like being locked away in jail.  Sure the food was good, and she had a slight spark of her confusion power left.  She would confuse her fellow inmates just to watch them fight for a few minutes.  The other women would bet on the outcome.  She resented being there in the first place.  She resented having most of her powers damped by a superpower damping field generator.  She resented having to wear orange.

Kolissa sought out and made friends with the right prisoners.  She also made friends with the right guards.  Together, she practically ran the prison.  With the aid of some of her friends, she constructed a superpower damping field generator bypass.  Some of her friends insisted that they switch the thing on and charge the guards.  Kolissa knew better.  The tech of the bypass was unstable at best, and frequently would burn-out.  A burn-out required most of the scarce parts to be replaced.  Also, the bypass was highly focused and localized.  To make matters worst, it simply wasn't portable.  Kolissa knew that the bypass would have to be strategically placed and activated with split second coordination.

"It will never work."
"It has to work, deary."  Kolissa answered.

Kolissa knew that the upcoming holiday, National Break-Out of Prison Day, would be the perfect time to attempt her escape.  Ironically, National Break-Out of Prison Day is a State holiday, and prison guards get the day off.  There would be only a small crew charged with guarding the entire jail complex.  Kolissa decided to risk it.

At the precise moment agree upon by all parties, Kolissa confused a group of inmates and they started fighting.  Another inmate sounded the alarm to call the guards.  Kolissa waited for the guards to come running to break up the fight.  When they reached the door, a different inmate switched on the bypass.  Kolissa fired off confusion on the guard and stole her keys and weapon.  The usual sentries were not posted because of the holiday.  She continued to make her way to freedom.

There was a strange thing started to happen.  Kolissa regained her powers.  "Of course, they only have the field generators in the cell blocks."  She thought to herself.  Kolissa ducked into the prison laundry, and stole a short pink dress, it had that "Come to your doom, boys" look that was so popular these days.  "Yikes, I look like Necrophillia!"  She said to no one.

"Hi, I'm leaving now; my visit is over."  She told the guard seated behind the check-out desk.
"Hold it one minute!"  The guard ordered.
Kolissa froze, will she use the weapon on him, or confuse.
"You need to sign out, it's 13:24."
Kolissa turned around and signed the log.  She then left the building.
