Paragon City... The hell is Kallisti Wharf?

So Im working on my second edition of my table top notes (Hard drive death and corrupted data, so I dont have much choice) but theres a few things that I never worked out. And sense Im working on my map right now I figure Ied ask you guys.

Any idea where Kallisti Wharf was going to end up? Ive a few ideas, but I wanted to hear your thoughts.

By "where" do you mean chronologically, geographically, or something else?

Where as in geographically. From what I remember of the (unfinished)map It looked like the only place it could go was east of boomtown.

I've seen it placed between IP and Boomtown (I think by someone at CoHRevival).

What we know is that the southern edge is completely water. The only place that works is along Baumton Canal.

Between IP and Steel Canyon is the most likely spot (Boomtown is much too far north). The mouth of the river could be widened a bit where it meets Baumton Canal, and it would fit perfectly.

The zone itself is roughly the same size as Galaxy City (wide rather than tall), for comparison.
