Missing costume pieces for old saved costumes?

My apologies if this has already been discussed, I tried to search for relevant terms and didn't find anything.

Was goofing off in the PChat character creator, modifying an old character when I noticed I couldn't seem to find the "hair cape", the old bridal veil costume piece that was basically a cape that dangled off the back of a character's head.  Now I'm getting rusty with the character creator, the placement of some items were... counter-intuitive but I used to know this stuff like the back of my hand, searched through all possible dropdown selections and still could not find it.

Then I remembered I had a old costume saved that had that veil so I loaded it up to see where the costume piece was located.  Nothing odd, Standard head, under Hair as "Bridal Veil".

Go back to the new costume to check again and... Bridal Veil does not show up. 

Hrm... ok, what if instead of editing an existing costume, I make a new character.  Go under Standard head, Hair, and there is the Bridal Veil.

Is there some known issue with old costumes not displaying all costume options?  I can easily enough start fresh so its not exactly a critical issue but it did strike me as interesting.

There are two wedding veils. One is clearly there in PChat under Standard > Hair > Bridal Veil (second to last choice).

Not all options are available for all costume designs, and sometimes when you make choices, options will become unavailable until you restart the whole creator. For instance, making Choice A will cause Option B to become unavailable. Even if you undo Choice A, Option B will still be unavailable until you restart the whole process. The first thing that comes to mind is that another choice is interfering with the availability of Bridal Veil.

In Icon, a slightly different wedding veil is under Back Details > DevOnly > Cape > Wedding Vail [sic]

Testing it, you can also add "capes/CapeWeddingVeil01.fx" to the fx field of any costumepart (the veil will be the colours of that part).

I can't remember when, but at some point during the last couple or so years of CoH, the whole costume creator got an overhaul.  A lot of the costume parts were moved from their original "slot" into a new "slot."  I know this affected tails and some other pieces.  Sometimes the "Attempt Costume Fix" will correct these errors, but sometimes you just have to go in and find the parts in their new places by hand.

Also remember that some costume parts with special fx will disable other parts.  For example, you can't have wings with a trenchcoat.  The veil probably also has some rules, so that might affect things too.
