The Theoretical Titan Network Server - How Much Warning?

I am watching all the sources and subforums trying to find out if/when a Titan Network server (possibly blessed by NCSoft???) might come available.  If we have a home that's not ephemeral and temporary I want to get set up on it as soon as possible.  Please let us know with enough advance warning not to be off camping or something.
