Suggestions on an Ice/Ice build

Shiver Shot was actually the second character I ever created.  He got his first 15 levels under the watchful eyes of the Winter Lords, before I had any idea of what I was doing.  I went on to other alts, and fell in love with Controllers.  I now have three level 50 controllers, but would love to get some of my earlier characters up there, too.

At this point, SS is level 30.  After a few Freespecs, I decided to make him a ranged build and cut out pretty much almost all the melee powers.  He just picked up Ice Patch at 30.  He spends almost all his time in the air during battle.  I use Citybinder and the Speed on Demand binds, so he floats in Hover when stationary, but automatically changes to Fly whenever he moves.  This is, in part, why I waited so long to get Ice Patch, which along with Shiver, seem to be the gems of the Ice secondary.

Considering that this is supposed to be a ranged build, what do you think?

That looks like a solid build, looking at that makes me wish I would have kept my Ice/Ice Blaster. He was LvL 39 when I deleted him. Looks like a good build none the less.

Looks pretty solid, though I'd highly recommend checking out IOs. They can solve some little things you might come across, like Endurance issues, lack of any stealth capability, and some nice recharge bonuses that help with builds that focus on one side more than the other (thus discounting yourself of some attack chain fillers). :)

Well, I have to give you credit that this is one of the more unique builds I've seen so far. Here's my list of critiques:

1) You have a Numina's Regen/Recov and a set of 4 Devastations...but then you don't have consistent Devastations slotted in BiB or Ice Blast. You slotted Ice Sword for Damage Buff...but pass on the additional Devastation damage buffs. You use no LotG and instead slotted Combat Jumping for +Acc, but most of your powers have an Accuracy over 170% already.

It appears either you're trying to make a fairly cheap piecemeal build or you're not aware that you can get the same bonuses up to 5 times in a single build.

2) You have Ice Storm overslotted for Damage, but it's lacking in Recharge, Range, and the last slot earns a set bonus of Toxic Resistance. You don't face enough Toxic damage in the entire game to make it worth it. Move that slot to Health and put in a Miracle +Recov for far more Recovery bonus than you're getting in almost all the other Recov set bonuses you have combined.

3) Focus on one or two major slotting bonuses, such as Recovery or Damage bonuses. Spreading it out will leave you a little underwhelming in every regard as opposed to considerably better in some regard that can make your life much easier.

If you'd like me to work up a more focused build, I'd be happy to help ya out, or if you'd like to try redesigning something and have me critique it, I'd be happy to do that too. :)

well well well...
first of all, and i dont know if that'll make you see this build differently, i tried to optimise this build for both pvp and pve. that's the reason for :
- superspeed [Stealth]
- trying to maximise Acc against dark debuff, and def/res to "special" dmg, as tox, psi (meet a lot of spine/XX, illu/ , mind), and to effects (a lot also of controllers=aegis)

let's detail sets.
- devastation on 4. logical, the last 2 bonus arent really interesting. maximising recov with 2 tempered.
- trap of the hunter : 4th gives 9% rchg. could have put a dmg set as thunderstrike, or a slow as pacing of the turtle... but i was also interested in adding immobilize time.
- Enthropic Chaos... this one's interesting, maybe not as much as devastation, but it give fair %of self healing (at 50 : 60hp), rchgrdx, end+ and +regen. added a devastation-chce of hold, for as well, i feel it quite interesting. placed that an the first 2 powers which come back fast. i can then stack 4 hold (2 devast/freeze ray, cryo touch). pvp time with that is interesting.
- ice sword with pounding slugfest : this one i had hard time choosing. choosed this one for the bonus were more interesting to my point of view... disorient chance, 2 dmg buff, regen, and def.. completed with, once again, 2 temepered readiness for 2,5 recov.
- aim (and build up) choosed the "fast slotting". i usually use them in pair, so i dont mind a big tohit bonus, but instead want it fast back.
- freeze ray : 5 GW... could have put 5 neuronal... doesnt change a lot...
- ice storm : not slotted on range, rchg, or what... but comes back in 28 sec with hasten... so far, i mainly use it in PvE.. and around me, so range, and rchg... well well.
- combat jumping.. well.. can change for +rchg lotg... dont know exactly what to put there... also thought about a HO endrdx/def.
- health : numina's a standard... if i can spare a slott, can add either +regen or +recov. mainly oriented +recov
- superjump : 1 IO is enough.
- endurance : 3 IO... can make it with 2, but i really feel more confortable with 3.
- acrobatics : well
- hasten : 2 rchgrdx : enough.. ice powers rech fast.. especialy 2 first Att, and freeze ray.
- build up (see aim)
- BiB : 4 thunder, more isnt interesting 2 my mind. added a HO othitdeb/+acc, and tohitdeb. trying to use the basics of the attack. debuff. trying to stack a lot in PvP so i'm not easily hit... dun work that much though last time i tried. but htne i wasnt in IO.
- superspeed : stealth.. well... why not.
- Blizzard : Positron : the 5 first bonus are really interesting... tox res for pvp.
- chilling embrace : impeded swiftness... why this one and not another slow set ? for the chance of lethal. it gives my blast the same aggro/def aura (dmgrdx). also 6 for the def melee.
- shivers : pacing of the turtle : for the chance of -rchg, and for the 6 : def range, accuracy, and enhance slow
- freezing touch : 5 neuronal. 6th isnt interesting to me. the 5 first bonus are quite good. can chage that with dmg, but it's aimed also to enhance my holds.
- snow storm : tempered readiness : could have placed pacing instead to add some -rech and a better slow enhance. but tempered gives me the 1.5 recov.
- Frozen armor : Aegis for the status effect, and impervium armor, for the special 3 res psi, and 2,5 recov.
- Hibernate : 2  rchg are enough to my mind.

well... hope this helps to clear my choices...

anyway, iltat, if you have some spare time, i'm looking for a build that maximises my AoE in pve, and which could give me more fire power in PvP as well as slowing my enemies.

Well, I'm impressed in your reasoning. I like that it's fully thought out and you can defend your choices. :)

1) The only Toxic damage in PvP is the DoT from Spines, which is nearly nothing. Giving yourself 10% Resistance to something like that really isn't going to be a saving grace.
2) The only Psi damage you're gonna see is in Warburg from Ill/, Mind/ Trollers and Rad/Psi Defenders. All three lead their attack chain with a hold or Sleep (Blind, Dominate, Will Dom) which can't be prevented by Acrobatics, the power that you have the +Mezz resist and +Psi resist slotted in isn't available, so it wouldn't help there anyway, and you'll have a much larger problem from the mezz than from the extra 3% damage done by the Psi attacks.
3) I'm not saying don't take Ice Storm. I'm saying that it's currently slotted with 150% damage buff. That means you can literally take 1 Dmg IO out of the power and still cap its damage under ED. Thus, that IO can be replaced with a Miracle +Recov in Health. Then you've got both the +Recov uniques, and the Miracle one is a an even greater +Recov buff than the Numina's, but both is the very best.

This would get you more +Dmg, more +Acc, more +Recov, more +Regen, more +Recharge, more Movement Speed, more +HP, have your biggest powers up more often, still have the Disorient bonus and 3 Chance to Holds, actually give you stacked Stealth between the Celerity and actual Stealth (equivalent of having Invisibility running), give you the ability to Hibernate more often, and give you higher Defense to Smashing, Lethal, and Psionic powers.

what could i say, expect : HO MY GOD !!!

that really looks interesting... but a few points to me :
- HO : ARGHHH !!! you're killing me !!! that represents something like 200 millions !!!
- build up doesnt need that much.. its mainly caped with 1 io buff Acc.. thats why i mainly thought of 1  buff Acc 2 rchgrdx
- ok for changing the IOs to HOs in freeze ray... but where is freezing touch ??? i defenitely use freezing touch in PvP, especialy in arena.
- chillblain : at least 1 rchgrdx, that's for the -fly in zone pvp... thought the bonus would be interseting with also the chance of smashing.
- snow storm : as freezing, i definitely use that in arena. coupled with shiver, i can really get an enemy to slow motion
- chilling embrace : the slow bonus was sufficient... i agree theres the chance of -rech. maybe a mix of boths sets can be found.
- superspeed : not taken really for the speed... not that much... mainly for horizontal deplacement... : i explain. i used to get only super jump. but in arena, i have been under web grenade... no jump.. only run.. and i got split ^^ so i added superspeed to my build. added the stealth io only for the bonus offered. i dont intend to play stealth. i'm mainly "aggresive" in PvP
- i'm loosing unique Aegis ?? i loose the unique bonus...
- i truly have great recov/regen/rchg rate. that s really great.
- i get less recov, and nearly the same regen. i can get better if i remove 1 slott in ice storm to health with regenerative tissue unique.

basicaly, that s a really interesting build... but i ll need to check that on test server...

i think that needs to be changed a bit according to my pvp play...

as i said, i play arena and zone. i dont use superspeed for speed but for movement. i dont get the stealth io for invisibility pvp but mainly pve.
i agree for some change in slotts.

i ll try to see something tomorrow, and i'll keep you posted ^^

1) The build is expensive, no doubt about that. The HOs are the least of your worries. ;)
2) I pulled Freezing Touch because Freeze Ray is recharged every 4 seconds and lasts for almost 30 seconds. It will require you to put 2 Holds on someone to break Acrobatics, no matter if you use Freezing Touch or Freeze Ray. By staying at range, you avoid some extremely powerful attacks like EM, Scrappers' top attacks, Stalkers' top attacks, Brutes' top attacks, and a smattering of other large attacks. Instead of using Freeze Ray and closing to melee for Freezing Touch, just use Freeze Ray twice from range.
3) You're a Blaster. Your largest damaging attacks are BiB, Ice Blast, Ice Bolt, and Ice Sword. The damage associated with Chillblain is a complete joke compared to the damage from those others. Don't waste slots trying to be a ghetto Controller when you could just be killing the target instead. With the Micros in Superjump, you won't really need to worry about Fliers, but the power is still there with great accuracy if you want to use it once. 2 trips through your attack chain will kill almost any target you come across, so you don't need them to be -Fly'd for long.
4) Sticking with Pacing of the Turtle gives you a +Acc bonus. Again, the Damage possibility from the other set is a joke compared to your real damaging powers.
5) Stealth gives you an advantage over everyone else in PvP, not for being stealthy, but for surprise factor. By being completely stealthed, you get the first strike. Think like a Stalker. Basically, you get a free attack chain before the other person even knows you're hitting them. This allows you to play like you normally do, but with them having half the hitpoints they normally do. In PvE, it actually gives you full stealth, so it would allow you to truly stealth missions if you so chose.
The increased speed of Superspeed and Superjump allows you close gaps to use Ice Sword, Shiver, etc. Basically, when you slow the hell out of that other person, you're actually moving WAY faster than they are normally, so now it seems even worse to them. It's a combination of psychological and actual usefulness. The increased speed allows you to also get away from things that can cause you issues, like Rad debuffs, Snowstorm, Chilling Embrace, etc, if others use them on you.
6) The unique bonus from Aegis is, seriously, nothing. It reduces the duration of mezzes, not prevent them. It also gives a very small Resistance to Psi damage, but that resistance is so small, it's not work sacrificing the buff to the resistance of Fire, Smashing, and Lethal, which are faced FAR more often throughout the game.
7) You get more +Recov. There is an IO in this build that has a 15% buff to Recov.
8) In all honesty, I wouldn't take Ice Storm. It scatters mobs in PvE for negligible damage, and if soloing, it just pisses off a lot of things at the same time and if teaming, it scatters mobs away from others like Tanks, etc. Since you seemed sold on it, I kept it in the build and used a slotting that would still give you the same results you got from it earlier.

For PvP, approach can be the difference maker between who wins and who loses. With an Ice/Ice Blaster, range is one of your biggest advantages. Moving into melee for a quick shot of Shiver/Ice Sword is a good move, but staying in Melee any longer begs for you to get your rear kicked by the powerful melee attacks that most PvPers pack. You are a Blaster, not a Controller. Slowing the attacks of another is good, but bothering with things like stacking Holds or Immobs is wasting the important time in which you should just be killing them. Ice Blast packs a TON of damage. By slotting up the Recharge, that increases your damage output because you have your big three powers up more often. By slotting up for speed, that allows you to keep your range advantage because the other person can't get to you to draw you in for their largest attacks. Regen is a great bonus, but a 10% difference won't be noticed by you at all, literally. Same goes for a 3% resistance to Psi damage. It literally translates to a difference of 10 HP when someone hits you for 300 damage.

You're welcome to take my opinions for what they are, but my opinions come from having spent thousands of hours in the Arena and zones, PvPing with the best in the game on Test server, and helping found one of the (currently) ten best PvP SGs in the game. One of my SG's best players 1v1s with an Ice/Ice Blaster. I hope you are able to see how some of the suggestions can improve your abilities greatly.

I see the  general idea of the build. dmg dmg and dmg some more.

i totaly stick to this idea, but i always thougth ice blaster would mainly play on the slow part of each powers.

i really need to change things then.
regarding ice storm, it's just its quite useful sometimes... and it doesnt scatter the mobs that much.

regarding HO... well, i'm on the french server... the HOs that does buffAcc/rchg Rdx cost something like 30 millions. numina unique is between 30 and 60 millions...

gives you an idea ? :p

for the rest of the build, everything makes sens, definitely... i just need to stack  instead of enhancing the -slow.

it's really interesting to have other views of the builds, for i'm one of the last ice blaster of the server (trying to ignite the flamme somewhere ^^)

what can i say... first of all, you'll need to "educate" me in US technics for PvP, 1vs1, zone, arena 5uper...

in positron (twice) why not have kept the chance of energy dmg ?
in BiB, why dev full, and not a debuffAcc instead of one of the io of the set
Aim/buildup : 3 membranes is really expensive... (definitely need to find a good and fast way of making infl)
ice sword : can change the last IO with p'ng of the turtle  chance of -rech.
hibernate/hasten : 2 rech is not that much difference... hibernate drops to 107 sec, instead of 100.
chilling embrace : why not impeded swiftness ?

well. i think that's it....

but i m not really used to this king of game... it's true it's not that easy to use snow storm in PvP, as it roots you during the animation, and drains a lot of endurance.
chillblain would do good with 1 Acc, only to drop down flyers.

First, Posi's Blast has a real issue about Recharge. I don't know why they did it, but if you use all 6 pieces of the set, you only have about 25% Recharge. As far as I'm concerned, having it recharge 40% faster is more important than 70 extra points of damage. If I want the extra 70 points...I'll throw Ice Bolt. ;)

The debuff from BiB is 10% when slotted out. Instead, adding another Chance for Hold gives you another chance to drop their toggles. If I don't slot a Chance for Hold there (such as in large team Arena PvP, where folks permanently have Clear Mind on them, so you can't Hold them in a million years), I throw an extra Recharge IO because the set's a little light on Recharge (not extremely light, like Posi's, but a little light).

Aim and Build Up should be alternated to allow you to have the ToHit buff closer to being constant. Membranes are still the best thing for them, but if not Membranes, I'd really go with 3 Recharges instead. In all honesty, you can't have those two powers up too much.

For the Ice Sword slotting, that would be fine./ You just seemed enthralled by the Pounding Slugfest earlier, so I figured I'd try to tailor it to you. ;)

For Hibernate and Hasten...you don't really need the slots anywhere else more. Like Aim and BU, those are two powers that you can't have up too much. ;)

Pacing of the Turtle gives an Acc buff, the chance for Recharge slow (which can be a huge bonus when it happens to hit, much better than the 70 damage from Impeded Swiftness), and it ends with a nice Ranged Defense bonus, and remember, we're trying to get you to stay at Range, so any of those that happen to be in the build, are nice bonuses. ;)

well, i'm about to respec.. just one question is coming to me : stealth is sure to be last ? or maybe best if hibernate comes at the end ??
as he's 3 IO anyway...

the thing is, i'm at one of my last repsec, and i dont want to make a mistake there

i'm trying to organise differently..

if you have a clue regarding the level of powers... in fact, i'd like to go to siren adn still be efficient. i know in Warburg i'll be ok, as well as RV.

ok, here i go

i placed stealth instaed of ice storm, which goes 41, then snow, armor, and hibernate.

ice goes only for PvE, as stealth can be used for PvP

i go for snow storm, but true enough, i dont use it much. dont have time... right now i stick to it, for i dont know what's best, but, wont flash freeze do too ?

It's a matter of how you want to set it up. Getting Stealth as early as possible is a bonus, but it's not a huge deal either way. :)

ok, i managed to change... i thin stealth with sj and ss is great...

so i got ice storm right after snow storm in fact... the 45 slotts are quite hard to place if you dont have the right power there.

think that should do.

what about flash freeze ?
