They seem to have not yet been removed from the listings:

We didn't actually delete any of the removed badges from your characters. We simply restricted the visible counts and your public profiles to only include badges not on our
inactive list.
I left them on the manage badges page so that people can remove the badges themselves. I meant to color code this to make the inactive badges stand out, and maybe even make a tool to remove all inactive badges from a toon. I just didn't get around to it because of work/other obligations.
A note: You can't link directly to the /manage/badges pages. There is an internal character id that isn't passed along. If you do have issues here, be sure to tell us what server/character it is (a link to the Character's profile page works too)
