Can't Get Mid's Hero Designer?

My operating system is Windows 7 64-bit.

I tried to download Mid's Hero Designer and the download failed.
Then I noticed that I have to have .NET Framework 2.0. So I clicked the link and tried to
download 2.0 and it told me that 64 bit does not support the 2.0

How do I get Mid's Hero Designer on Windows 7 64-bit ?

Run Windows Update and download all the .NET Framework updates. That should get you everything you need. I run the same OS and I have no issues at all.
