It appears that the needed components for the Rare Reactive Core side are swapped. I currently have the Core Uncommon and no other components. I select Reactive Partial Core Conversion as my Target and it tells me I need Genomic Analysis, Supercharged Cap, and Semi-Conscious Energy. If I select Total Core, Waterworks tells me I need Bio Goo, Genomic Analysis, and Supercon Membrane.

These are backwards. In game, Total needs the Semi-Conscious and Partial needs the Membrane.

Hmm...   I wonder if we've already figured out who's handling Waterworks with DeProgrammer away at USAF summer camp.

It was an oversight in the item display name file. If you look at the components rather than the names, those two powers were in a reasonable order (similar to all the other slots), but by looking at the name, you could see they were swapped. It will be fixed in the next release.
