Correction (unless someone specifically contacted them and asked about it):
IndieGoGo would likely work to fund the purchasing of the IP. IndieGoGo is far less strict about what it can be used for than Kickstarter, and it can even be used to start a business.. I imagine if you were wanting to start a business and part of the requirement of starting that business was obtaining the IP you could do it. Even if it could not be used to purchase the IP, it could be used to fund 'new studio' in order to publish CoH once the rights had been obtained.
In that vein, it is possible also that, once again following the rights attainment, Kickstarter could be used to fund a 'new studio' while it got City of Heroes up and running..
