I do know when I have enjoyed playing a video game, and I'd like to think I have an eye for potential and an inquisitive mind and I got to thinking why not mod "Saints Row The Third" into a Super Hero Action MMO kinda like how "The Day Z" developers made a Zombie MMO mod for "ARMA 2"
Why? SR:TT already has:
Super strength(In game Brutes have this, and apoca-fists give a little bit of that to the protagonist)
Speed Blitzing/Teleporting(Decker Specialists have this)
Martial arts/fisticuffs/grappling(The Protagonist has this already),
Melee weapons, including an electronic electrical hammer
Guns of all kinds
Summon-able allies
A fairly flexible costume creator
An open world city to start in
Pedestrians, and Vehicles to drive around in that city
So in summary: Issue 0 would have a lot of the work already done, and subsequent issues would add more
