Is it possible to merge costume pieces to load on npcs in icon?

One of my characters I recreated in DCUO can wear a Baret and long hair; Basically our hairstyle called Glam plus a baret. In cox you only get the 1 type of hair loaded into that hat and in CO you are limited to mostly short hairstyles. Is it possible to edit the costume file in notepad so the npc in icon could wear both the baret and glam hairstyle?

Oh hai city of titan developers please don't give us such limitations on hats, hair and helmets in titancity even if it clips
